socrata/nyc_data ? reverse-engineered prompt

Build me a NYC DOT analyst tool that pulls SIM and related NYC Open Data, lets me explore it in a Streamlit dashboard, and also gives me a simple command line tool for checking dataset health, refreshing data, exporting files, and running a few useful analyses.

I want it to work in demo mode right away, but also connect to live Socrata data if I add an API token. It should cache data locally so it feels fast, and include interactive charts and maps for things like inspections, violations, ramps, permits, construction, complaints, and spatial conflicts. It should also generate useful reports like CSV, Excel, PDF, or slides when needed.
