Build out CivicFix into a complete civic issue reporting app.

The backend and login flow are already in place, so please finish the remaining public facing parts in the React app and connect them to the existing API. I want a public issue feed where people can browse local problems, filter by category, status, and department, upvote issues, and open a detail page to see photos, comments, and live status changes. Add a map view that shows issues by location and lets users search nearby by radius. Also build the report issue form so citizens can submit a new issue with a title, description, photos, and GPS location, and make sure it works with the current upload flow.

Keep the design clean and simple, using the existing look and feel. Make sure logged in users can report and comment, while admin and staff users see the right controls for updating status and viewing analytics.
