Build me a full stack farmer support app for Madhya Pradesh that helps people figure out what government schemes apply to them, what they should do next, and what happened to their complaint.

I want login with farmer, admin, and department roles, a simple farmer onboarding flow, a dashboard that shows profile details, recommended schemes, complaint status, and notifications. The app should also have a government service assistant that gives safe, low confidence answers when it is unsure, plus a complaint system where users can raise issues, see the department and priority, and escalate them if needed. Add issue clustering so nearby complaints with similar text can be grouped together.

Use demo data that is clearly marked as synthetic, and make sure nothing is shown as being sent to a real government system. Please keep it responsive and clean, and make the frontend and backend work together end to end. If you need to look up current docs online while building, that is fine.
