Build me a responsive food ordering and restaurant management website called Cafe using plain PHP and MySQL that I can run locally in XAMPP.

It should let customers browse food, add items to a cart, change quantities, apply a coupon, check out, track their order, and leave a review after delivery. I also need separate sign in access for an admin, kitchen staff, delivery staff, and front desk staff, each with their own simple dashboard and allowed actions. The admin should be able to manage menu items, food images, customers, staff, coupons, reviews, reports, and restaurant settings. The kitchen should be able to accept orders, start cooking, and mark them ready. The delivery side should be able to start delivery, open directions, and mark orders delivered.
