Build me a full stack government style web app for skill intelligence and capacity building for MoSPI staff.

I want a clean portal where users can log in, set their profile, and see their competency map, skill gaps, and recommended learning paths. The app should support English and Hindi, remember the language choice, and switch number styles where needed. It should include an AI based viva practice area where users can do mock oral interviews and get feedback, plus a way to turn training documents into practice questions. Add a dashboard for managers to view cadre wise progress, readiness, and learning completion. If possible, include a section for iGOT Karmayogi course suggestions and basic analytics.

Make it feel polished, modern, and easy for government users to navigate. Use a MERN style setup, keep authentication secure, and wire up sensible sample data if real APIs are not available. If you need to check current docs or best practices online, go ahead and look them up.
