Build me a disaster response web app called CrisisGrid that connects citizens, an emergency operations center, rescue teams, hospitals, and shelters on one live map.

Citizens should be able to report emergencies like floods, fires, and medical incidents, see their report appear on the map, and get a simple confirmation.
