Build me a lightweight web browser for Windows that is aimed at developers and pentesters, not just everyday browsing.

It should support multiple tabs, load pages with a fast modern browser engine, and make it easy to inspect what a site is doing while it runs. I want built in live request headers, a resource viewer, and a command line console for quick checks and scripting.
