Build me the Vortex Lang project so it feels like a real, usable programming language.

I want a command line compiler and runner that can execute a simple Vortex file, start a REPL, print the version, and support the basics shown in the README like let variables, print, assert, imports, simple math, strings, booleans, and the file and web I O commands. Make it work cleanly on Linux, macOS, and Windows, and keep the install scripts and release files in dist usable. If some of the more advanced AI and tensor features are not fully ready yet, keep them stubbed or clearly handled instead of breaking the whole tool.

Also make sure the examples, tests, and docs match the actual behavior, and clean up anything needed so the repository feels polished and consistent. Look up current docs online if you need to.
