Build me a desktop app called OpenBrief that helps me turn videos and audio into useful briefings. I want to paste a video link or choose a local audio or video file, then have the app download or import it, pull out the transcript, and save it in a searchable library.

For each saved item, I should be able to open a clean reading screen with the transcript, a grounded summary with timestamps, and a chat panel where I can ask questions about the content. The summaries should feel like reusable notes, not just a short abstract, and I should be able to export them. I also want a listen back option that reads the summary aloud with text to speech.

Please make it feel private and local first, with support for common AI providers for summaries and chat, plus local speech to text where possible. It should run as a desktop app on Mac, Windows, and Linux. Look up current docs online if you need to.
