Build me a small support chat app in Python that answers questions only from a technical PDF I provide. I want it to feel like a real help desk assistant, so if the answer is in the document it should reply with a clear answer and include the source section and page, and if it is not in the document it should say so instead of guessing.

Please make it into a simple API with a health check and a chat endpoint, and protect the chat endpoint with an API key. Keep it secure, with no hardcoded Azure secrets anywhere, and make it work with normal Azure login credentials instead of storing keys in the code.

I also want the document ingest step to break the PDF into sensible chunks and build the search index automatically. Add tests and a basic evaluation run so the project can fail in CI if the answers are not grounded or do not refuse out of scope questions.
