Build me a Claude Code plugin that helps turn a feature request into a full pull request without me having to babysit every step.

I want it to take a short request, help me turn it into a clear issue, implement the change on a real codebase, write or update the tests, run a review and fix loop until it looks good, and then update the docs and release notes if needed. It should work locally first, but also be able to run through GitHub Actions for a more hands off flow. Make it feel practical for a large existing repository, not just a toy project.

Please include a simple install and setup path, sensible defaults so it works out of the box, and a clean way to customize it per project. If you need to look up current Claude Code or GitHub CLI docs online, go ahead. Also make sure the whole thing is something I can review and merge at the end, not auto merge.
