tpope/vim-surround ? reverse-engineered prompt

Build me a Vim plugin that makes it really easy to work with things like parentheses, brackets, quotes, and HTML or XML tags.

I want to be able to quickly add, change, or delete the surroundings around words, lines, or selected text, using simple Vim style shortcuts. For example, I should be able to change double quotes to single quotes, wrap text in tags, remove surrounding delimiters, and surround a whole line or visual selection without a lot of extra typing. It should feel natural in normal and visual mode, and it would be great if repeating the last action works too when possible.

Please include clear help text and a few examples so it is easy to learn. If anything is unclear, look up current Vim plugin conventions online and follow the usual approach for installing and using it.
