Build me a Python app that can take photos or scans of OMR answer sheets and figure out the marked bubbles accurately, even if the sheet is tilted, low resolution, or taken on a phone.

I want to be able to define the OMR layout once, then drop a folder of sheet images into it and get back the detected answers and scores in a CSV or spreadsheet. It should work fast, show clear step by step visual debug outputs so I can see how each sheet was processed, and handle custom exam or survey formats too. Please include a simple command line way to run it, a few sample inputs and outputs, and sensible defaults so it is easy to try right away. If anything depends on current OpenCV or Python docs, look them up online if needed.
