Build me a fully local document chat app that can run on a modest machine without any cloud AI.

I want a web app where I can upload files like PDFs, Word docs, spreadsheets, slides, text files, and Markdown, then ask questions about them in a chat. The app should find the most relevant parts of my documents, answer with citations so I can see where the info came from, and still work as a normal chat assistant if there is nothing useful in the uploaded files.

Use a simple local setup with a web frontend, an API, PostgreSQL with vector search, and Ollama for the language model. Keep it lightweight and practical, with a small default model that is easy to run, and make sure conversation history is preserved so I can ask follow up questions. I’d also like a health page or endpoint that shows whether the local model is available. If you need to check current docs for anything, go ahead and look them up online.
