Build me a small Python project for a decision making model called decisor, with a simple SDK and a local demo I can run from the command line.

I want to give it a state, a question, and a list of answer options, then get back the chosen option plus a probability for each option. It should feel like a typed decision tool, not a chatbot, so it should not generate free form answers. Please include a local server setup with Docker, a way to start it and check that it is working, and a few example requests in English and Brazilian Portuguese.

Also add a tiny Python importable SDK so another app can call it directly, plus a couple of ready to run sample files I can test with. If there is a simple interactive demo command, include that too. Use the README as the source of truth, and if you need to check current setup details online, go ahead and do that.
