Build me an open data platform for DiCRA, focused on climate resilient agriculture in India. I want people to be able to discover geospatial agriculture datasets, understand what each data layer means, see basic metadata and licensing notes, and download or request access to datasets when needed.

Make it feel like a public good from UNDP and partners, with a clean landing page explaining the mission, a data catalogue, pages for data layers and download guidance, and clear terms of use, privacy, disclaimer, citation, and code of conduct sections. It should also make collaboration feel welcome for researchers, data scientists, citizen scientists, and policy teams.

Keep the interface simple and trustworthy. If possible, include space for maps or previews of geospatial layers, plus links to analytics or notebooks where insights can be explored. Use the existing docs and assets in this repo as the source of truth, and look up current docs online if you need to.
