Build me a mobile first PWA for logging fuel fill ups into my self hosted LubeLogger instance.

I want a simple phone friendly app I can open at the pump, add to the home screen, and use without any login. It should automatically pick the last vehicle, let me enter fuel volume, cost, odometer, and the fill up details, and show a live preview of MPG or km per liter as I type. Please include a history view, vehicles view, stats, maintenance reminders, and a settings screen for my LubeLogger connection and units.

It should work offline by queueing submissions and syncing when the connection comes back. I also want an easy way to use it from an iPhone Shortcut with voice input or a deep link. Keep it self hosted friendly, running on my own network and talking to LubeLogger over the internal connection when possible.
