Build me a Playwright TypeScript test framework that can handle web apps on desktop and mobile, API testing, and Electron apps from the same project.

I want it to be easy to use for QA and developers, with a clean page object style, shared helper utilities for common actions and assertions, and a simple way to add new tests without repeating a lot of setup. Please include good logging, screenshot and video capture on failures, and a nice test report so it is easy to see what passed and what broke.
