Build me a Xen Orchestra style app for managing XCP ng and XenServer environments from one place.

I want a web app where I can log in, see all my hosts and VMs, create and manage virtual machines, move them around, and check stats and health at a glance. It should also handle backups and disaster recovery, including snapshots, full and incremental backups, replication, restore, and S3 storage if possible. No agent should be needed on the servers.

If you can, include a simple CLI and a REST API too, so the same system can be used from scripts and other tools. It should feel like a real admin console for multiple sites, with support for delegating access to groups or teams.
