Build me a tool for Kubernetes that can back up and restore cluster resources and persistent volumes.

I want a local command line app that talks to a service running in the cluster, so I can create backups, restore them after a loss, and move workloads from one cluster to another. It should feel like a real product, with clear commands, good error messages, and a simple way to connect to common cloud storage or on premises storage.
