Build me a private, local first personal AI assistant that runs on my machine and talks to me through Telegram.

It should use a local Ollama model for all chat replies, keep conversation memory in SQLite so it remembers context after restart, and support a reset command to clear history. I want a simple FastAPI backend with a health check, plus a small planning system that can turn a goal into an ordered list of steps and let me view recent plans and their status.

Make it owner only in Telegram private chats, and support both text and voice notes. Voice notes should be transcribed locally before being sent through the normal command flow. Add a few safe read only tools too, like basic system info and limited folder listing or search only inside approved directories. Use environment variables for configuration, keep secrets out of the repo, and make it easy to run locally with tests. If you need current docs for any libraries, look them up online.
