Build me a Windows desktop app for downloading media from Telegram, with a clean modern interface and a native feel.

I want to be able to log in to my Telegram account locally with either a QR code or phone number, browse channels, groups, and chats, and quickly find videos, photos, audio, documents, and voice messages. The app should let me download files fast, show live progress with speed and ETA, and keep a history of downloads. It would be great if it could also stream videos inside the app and transcode them when needed.

Please make it run as a proper desktop app with a tray icon, single instance behavior, and an easy folder picker for downloads. Keep everything stored on my machine, and make the UI look polished with dark mode support.
