Build me a Python tool that takes a public X or Twitter profile URL and turns that account’s posts into a local skill I can use with an AI agent.

I want it to collect only public posts from that one account, keep a source URL for every claim, and organize the output into a manifest, raw records, a compact corpus, a small sample, and monthly chunk files. It should group ideas by themes, not just by date, and only treat something as a real framework if it shows up at least three times. Please make it careful about safety, so it refuses empty or invalid handles, does not touch my own timeline or private data, and does not attribute quote tweet text to the account itself.

Use the existing authenticated Chrome session through opencli, and check the logged in account first before collecting anything. I also want a simple intake flow for profile type, time window, and depth, plus a generated skill file that records the actual date range collected.
