Build me a GitHub based way for people to follow new trending repositories in the programming language they care about.

I want each language to have its own issue, and when someone watches that issue they should get normal GitHub notifications whenever new trending repos are posted. Set it up so a scheduled job checks GitHub Trending once a day for daily issues, and once a week for weekly issues, then adds a fresh comment with the latest repos. Make the issue pages easy to browse so people can find a language and subscribe from there.

Keep it simple and practical, with clear README instructions for how it works and how someone can subscribe. If you need current GitHub docs for notifications or scheduled actions, look them up online.
