Build me a command line tool for managing JavaScript development versions without making setup a pain.

I want it to let me install Node and common JS tools once, then automatically use the right version for each project when I open it, so my team always has the same environment and I do not have to keep reinstalling things every time Node changes. Make it support different package managers, make per project switching seamless, and make sure installed tools stay stable even after Node upgrades.
