Build me a little browser based desktop OS called tuffOS with a goofy cereal vibe.

I want it made with plain HTML, CSS, and JavaScript, and when I open the site it should show a short boot screen before the desktop appears. The desktop should have windows I can drag by the top bar, resize from the bottom right corner, and snap to the edges of the screen like a real operating system. Add a dock at the bottom that shows open apps with a clear indicator, and let me right click on the desktop to open apps or refresh the page.

Please include a Notes app where I can type and save notes, a Coffee app that shows coffee images, a Calculator that can do basic calculations, and a Settings app where I can change the background and theme. There should also be a browser app, even if it is just a simple placeholder or not fully working. Keep it playful, usable, and polished, and look up anything current online if you need to.
