Build me a SillyTavern extension called Outfit Manager that keeps the AI from randomly changing what a character is wearing.

I want a simple side panel where I can manage outfits separately for the user and for each character. It should support a basic single outfit mode, plus a wardrobe mode where one character can have multiple outfits and the AI picks the right one based on scene tags like office, home, going out, or sleepwear. I also want item management for things like hair, makeup, nails, accessories, and props, and I should be able to save those as reusable outfit combinations.

Please let me choose whether outfit info is injected as text, images, or both, and let me choose where it gets inserted into the prompt. Make the prompt template editable. Add custom categories, image to description generation through an API, and import export for backups or sharing. Local storage is fine by default, but if backend storage is available it should use that and fall back safely. Please make the upgrade path careful about old data too.
