Build me a Windows voice control app that lets me use my computer hands free.

I want to be able to dictate into whatever app is focused, say simple commands like switch windows, press keys, and launch programs, and also click buttons by name in the current window. It should feel fast and natural, with words appearing as I speak, not only after I stop talking. Please make it work offline by default, with no account, no telemetry, and no cloud needed unless I choose an optional speech service.
