Build me a simple Python tool for oshi katsu that watches my favorite streamers and VTubers across YouTube, Twitch, TikTok, and X.

I want to put a list of accounts in a config file, add my Discord webhook, choose a check interval, and then leave it running. When someone goes live or posts something new, it should send a clear Discord notification with the name, platform, title or post text if available, and the link. If recording is turned on, it should automatically start saving live streams to a folder using the usual stream recording tools.

Please make it practical for a normal fan to use, with a simple setup guide, readable logs, no duplicate alerts, and safe error handling when a site is unavailable. It doesn’t need a fancy interface, a clean command line version is fine. Look up current platform details online if you need to.
