xdr0p/stuttometer ? reverse-engineered prompt

Build me a Windows app that stays running in the background and watches for game stutters, frame pacing problems, and audio glitches in real time.
I want a small command line tool plus a native desktop GUI. The tool should keep a rolling in memory trace, detect spikes or cadence issues, freeze the useful part of the capture when something goes wrong, and then write a clear JSON report with the likely cause, a confidence score, and a short timeline of evidence. It should also be able to run a self check and show me whether the ETW providers and environment look good before I start capturing.
The GUI should give me a live dashboard with the current session, the latest stutter diagnosis, and a way to inspect what happened around each spike. If it makes sense, include a small non intrusive toast style alert too. Keep it lightweight, stable, and built for Windows 10 and 11. If you need current docs or APIs, look them up online first.
