Build me a polished cross platform download manager called Ghost Downloader 3. I want a clean modern app for desktop, plus an Android version, that can download normal file links, magnet and torrent links, FTP, M3U8 streams, MPEG DASH, and eD2k.

It should use smart chunking to speed things up, support multiple tasks at once, and let me pause, edit, and resume downloads without losing progress. When minimized, it should stay out of the way in the tray and use very little memory. I also want it to handle YouTube and Bilibili video downloads, including playlists, subtitles, login, and high quality options. Please add special support for GitHub releases and Hugging Face model downloads too.

A browser companion would be great, so it can detect media on pages, take over browser downloads, and send tasks to the app. Also include an RPC interface so other tools can push downloads into it. Make the UI feel smooth and fluent, with notifications and solid background downloading. Look up current docs online if you need to.
