Build me a Windows app that works like a simple TextExpander alternative.

I want it to let me create and manage text snippets, then automatically replace short triggers with the full text when I type them anywhere on Windows. It should feel polished and easy to use, with a clean desktop interface for adding, editing, organizing, importing, and deleting snippets. Please make it run as a normal Windows app, and include whatever background handling is needed so expansion works system wide.
