Build me a cross platform tool that feels like a lightweight replacement for Xcode for iOS app work. I want to be able to take a Swift Package Manager app, build it into an iPhone app, sign it, install it on a device, and launch or uninstall it from a simple command line. It should work on macOS, Linux, and Windows or WSL as much as possible.

I also want a few commands for setting things up, logging into Apple developer services, managing the iOS SDK, listing connected devices, and creating or running a new project. If it makes sense, include a small Swift library too so other apps can talk to Apple developer services and devices without using the CLI.
