Build me a VS Code extension called Turbo AI Rules that helps me manage AI coding rules from Git repositories.

I want to be able to add one or more rule sources from a repo URL, branch, optional subfolder, and optional private access token, then sync them into my workspace with one click or from the command palette. It should automatically generate the right config files for AI tools like Cursor by default, and let me turn on other outputs like GitHub Copilot, Continue, Claude style commands and hooks, skills folders, and MCP config when I want them. It should also show a simple tree view, a status bar indicator, a rule search page, and a details panel so I can browse, filter, and preview rules before syncing. Please include a welcome page, basic stats or dashboard view, and support English and Chinese. If you need current VS Code or extension API details, look them up online.
