Build me a simple Windows desktop utility called yoru tool.

I already have a steam.exe and a steam.exe.latest file in the project, so use those as the starting point and make the app handle updating or swapping to the latest version in a clean, easy way. I want something simple I can open, see the current version, check whether there is a newer one, and run the updated app without having to do anything manual. Keep the interface very plain and easy to understand, with a clear status message and one or two obvious buttons.
