Build me a TypeScript monorepo called Free AI Gateway that lets me route AI requests across a bunch of free or local providers and always pick the best healthy one automatically.

I want an OpenAI compatible HTTP proxy with streaming support, a simple CLI for chat and diagnostics, and an MCP server so it works in tools like Cursor and Claude Desktop. It should support capability based routing, so I can ask for things like tool calling, structured output, vision, embeddings, or web search and have it choose a provider that can do it. Please include failover when a provider hits rate limits or errors, basic quota tracking, a circuit breaker, and support for multiple API keys per provider.
